Is Lexington PD over zealous giving out traffic tickets

In the two years I live in Lexington I have seen many times police pull people over on some of the busiest streets presumably giving out traffic tickets. I got a ticket about three months ago for failing to stop and I was pretty sure I did stop. I don't even think the police officer was following me closely to make a good call. For reason unclear to me he thought I ran the stop sign. I was in the court the other day talking to another guy who also got a ticket not far from his home and he told me it was his second ticket in a short time span. We both have the impression that Lexington police is overly aggressive when it comes to traffic violation. (Is it because Lexington has so few serious crimes for them to fight then maybe we can have fewer officers if that is the case). Also half of the people I saw at the hearing are Asian. I know Lexington has a lot of Asian but certainly not half. It is a small sample though. I would be interested to know some statistics of the tickets issued. If anything numbers don't lie. I had lived in another town for years and I had probably seen policy giving out traffic tickets a couple of times at most - less than what I have seen in a couple of weeks in Lexington. Any thoughts?
